Meeting Minutes

November 29, 2006

 

Present:  Sandra Marrero (The Harbor), Lisa Hammond (BHERGroup), Major Alan Arick (HCSO), Harry Hill(DJJ), Tresa Watson(CENAPS), Deputy. Ken Keeney (HCSO), Lisa Panzer (Devereux Kids)

Meeting called to order at 3:35 p.m.

Tresa asked attendees to introduce themselves and review minutes of previous meeting.  Lisa presented a motion to accept meeting minutes with correction, from previous HCCADC meeting. Harry seconded the motion. Motion carried

Chill Smart Strategic Planning Meeting

Sandra handed attendees minutes from the first Chill Smart Strategic Planning Meeting.  The meeting, which was held on Saturday, October 28, 2006, hosted the adults who are part of Chill Smart.  Sandra reviewed the bulleted points from the minutes. The meeting was held to discuss the vision of Chill Smart and to brainstorm ideas regarding short and long term goals for recruitment and member engagement.  The participants at the meeting agreed to meet quarterly for re-grouping.

Roller Hockey

Deputy Ken Keeney informed the coalition that he is hosting the first Roller hockey tournament on January 13, 2006 at the Sports Zone II in New Port Richey.  Money raised from the event will benefit students of Parrott Middle School suffering financial hardships.  Deputy Keeney has had an overwhelming response from students interested in attending.  He believed it would be a good venue to reach many students in hopes to introduce Chill Smart to them and also recruit new members.  Deputy Keeney gave members his contact information for those interested in attending.

Atlas &Athena

Lisa announced Nature Coast Technical High School received the Atlas and Athena Grant.  The Hanley Corporation has already trained the staff and the program has begun.  Lisa stated being pleased to have recommended it.  She also noted a special thanks to Deputy Ruiz who went directly to his administrator, following the last coalition meeting, with the recommendation.  A member asked for a summary of the program. Lisa explained the details of the program.

Art Contest

Sandra reported that the art contest is done. Eight schools participated in the contest.  There were over 200 entries.  The Judges were Nannette Asbury, “Spirit of The Hand” gallery owner, Julie Lovero-Fox, MFA, adjunct professor at PHCC, Rhonda Hancock, Brooksville City Hall-art department.  Sandra and Tresa reported the judges spent numerous hours judging the pieces.  Sandra brought in the top 25 winners for the coalition members to view prior to being matted and displayed at City Hall. There is a tentative date of January 31, 2006 for a reception at Brooksville City hall.  The event honors a local artist, but Chill Smart Art contest can be a side show at the event.  Sandra will deliver art back to the schools this week. Tresa reported the billboards for the top two winners have been purchased.

YAAPI

Lisa stated the second year of YAAPI grant was completed on September 30, 2006.  She anticipates the third year funding should start January 1, 2007.  HCCADC will probably be notified December 31, 2007.  She announced the coalition will push forward with initiatives.  Lisa informed the coalition that Tara Oliver has resigned as the Youth Coordinator Chill Smart. Tresa and Sandra will facilitate the meetings until someone is hired. Currently the coalition is actively looking for a coordinator to run the meetings, be onsite for activities, fill commitments, solicit donations and work well with youth.  Interested parties can contact Lisa Hammond.  Tresa stated the adults participating in Chill Smart have planned a breakfast meeting for Saturday 10/28/06 to do some strategic planning for Chill Smart. Anyone interested in joining the adults can contact Tresa for her address.

Youth Speak Out

Lisa reported the first session of Youth Speak Out was conducted at West Hernando Middle School.  The guidance department randomly chose 13 students of mixed demographics.  The group was anonymous, and therefore names were not collected. The purpose of the listening sessions are to measure change in youth attitudes of neighborhood attachment and favorable perception of ATOD.  Although Lisa will formally report on the session, she shared a few highlights.  Lisa reported all the students announced they had nothing to do during the summer.  Parents work and therefore youth left alone unsupervised for extended hours.  Most students reported their parents or older siblings are the main access to alcohol. Every student reported crime, fights or abandoned lots in their neighborhoods.  Yet they reported “feeling safe”.  Lisa wondered if youth were becoming desensitized.  Methamphetamine was not on the radar for the youth interviewed.  Smoking seemed worse than alcohol, and “hard drugs” separated from alcohol by youth.  It was evident that parent involvement was a key factor.  Some youth reported almost no parent involvement, while girls reported higher parent involvement. Lisa informed the coalition of an upcoming youth speak out session at DJJ.  Assistance is still needed to get into the other middle and high schools.

Grants Update

Tresa reported YAAPI grant ended September 30, 2006.  She is still working on closing the grant.  YAPPI will accept invoiced until December 31, 2006.  Some money is unspent.  Tresa reported trying to use it to purchase decals and magnets.  Lisa recommended giving T-shirts to Youth Speak Out participants.

FSU grant is underway.  It involves the Youth Speak Out sessions, the CADCA conference and the Youth Summit.

SPF-SIG covers the community mobilizations and TV. advertisement.  Lisa reported the ads will run the weeks of December 18, 25, Jan 1 and again April 2, 9 (around the time of the Youth Summit).

FYSAS

Tresa reported the Florida Youth Substance Abuse Survey is out.  Florida dropped down from 2000, however counties were not yet listed. 

Community Networking

Lisa Panzer of Devereaux Kids reported a community alliance meeting held on December 14, 2006 at 9:0 at Child Advocacy Center.  As a community Facilitator, Lisa attends many meetings.  She recommended an HCCADC representative be present at Community Alliance meeting to collaborate.  If no one from coalition is available, Lisa reported being willing to share info with attendees there.

CADCA

Tresa will contact Deputy Ruiz to confirm interest in attending conference.

Tresa motioned to adjourn meeting.  Major Arick seconded motion.  Meeting adjourned at 4:45 p.m.
