Meeting Minutes
September 27, 2006

Meeting called to order at 3:36 p.m.
Lisa presented a motion to accept meeting minutes from previous HCCADC meeting. Deputy. Ruiz seconded the motion. Motion carried
New Attendees:
Tresa introduced Alex Meyer and announced he will be the new webmaster for HCCADC and Chill Smart
Tresa introduced Kim James from Big Brothers and Big Sisters. Ms. James stated BBBS received a grant through DJJ to serve girls ages 10-15 entitled “P.O.W.E.R. for Girls." Girls referred to the new program must have 3 risk factors. Currently BBBS is focusing on individual, peer, and family domains. Girls will be matched for 1 year. Volunteers/mentors will be screened differently. The matches must meet a minimum of twice monthly. There are still 44 slots/matches available. Ms. James distributed enrollment forms and brochures. Family Day
Tara discussed plans for Family Day BBQ . Family Day will be held at Kennedy Park on Saturday, September 30, 2006 from 10:00-2:00 p.m. An elaborate Southern menu will be served. She handed out 10 invitations per attendee and exhorted members to invite families to the event. Tara reviewed the program will include outdoor games for the children. Lisa mentioned that aside form the importance of decreasing risk factors, eating as a family helps to teach children table manners and encourages communication. Lisa reported there is a current breakdown of manners and lack of communication among family members. Tara reported Rinker materials donated $250.00 toward the cost of food for the event.
Art Contest
Tresa reported that Sandra will be working on Art Contest. The billboard has been ordered and will display the winner’s art. Tresa communicated with Mary Alice from the art gallery at city hall. She will work with the coalition on scheduling the art to be displayed. Tresa invited anyone interesting in helping to join the project. The art contest must be done before the end of November.
Community Kick off/Kiwanis
Kids Day
Major Arick stated the event was a success. He noted receiving positive comments. And on behalf of the Sheriff thanked the coalition for their participation. Lisa reported over 200 Anti-drug coloring books and crayons were distributed, among other materials. Chill Smart hosted 2 interactive displays. The “Fatal Vision” goggles, which allows users to simulate how being impaired affects balance and coordination. The “Smoking Suzie” allows people to see how a pregnant mother passes nicotine and tar to her fetus in-utero. Both displays brought many people to the kiosks, which allowed members to outreach with attendees. Tresa mentioned a member of the Keys Club requested the goggles be brought to his high school pep rally. The student attends Hernando High. Janice Smith announced Deputy Pope, SRO at Hernando High has a set of goggles. In fact, she noted many of the schools have a set of their own.
Statewide Prevention
Conference
Lisa, Tara, Sandra, Harry, John, Janice and Beth attended this years statewide Prevention Conference in Orlando. Tresa asked attendees to summarize their experience. Tara discussed sessions she went to. She was impacted by message of parent involvement. She especially enjoyed learning about Camp Consequences. A faith based session made her realize the coalition is missing that component. Janice attended workshops regarding mentoring. She reports she is always looking for grants and funding and was made aware the mentoring can be done with out money (i.e. mowing lawns for people who can’t). She reported the facilitator was able to mobilize groups of people and inspired strategies to do with youth. Lisa will follow up with the Florida Highway Patrol’s DUI trooper Koggins. Trooper Koggins informed Lisa he is able to conduct a mock DUI at a high school. It will allow youth to see the impact of a DUI. Lisa stated a mock DUI can be beneficial due to incidents of binge drinking in Hernando County. Lisa also reported being impacted by “Informed Parent’s” workshop. There was a video clip used in the workshop that she would like to obtain. She also learned in the “Pharmacology of Drugs” session, that adults and youth process alcohol at a different rate. Sandra explained that she noticed a common theme throughout the sessions attended. It was the importance of parenting. Many of the problems faced today, can be prevented if we focus on enhancing parenting skills and enriching family bonds, as well as communication skills. Harry reported he was impressed by the multimedia presentation by the National Guard about making healthy choices. He could see how a presentation of that nature could be beneficial at a school in Hernando County. He reported the “Cyber-bullying” session was good. The workshop entitled “Putting a stop to impaired driving” compared corrections to substance abuse treatment. If they can demonstrate effectiveness and reduction of recidivism, they can reinforce what they are doing. Lisa mentioned a “Shoveling Up” study which shows treatment vs. incarceration statewide.
Grants & Accomplishments
Tresa stated the coalition was not awarded the 100 thousand dollar grant. HCCADC scored well, however not recommended for funding. The coalition will apply again next year. No announcement made on the FSU Mini-grant as of yet. Lisa reported on YAAPI year 2 accomplishments. HCCADC met all of its goals and objectives. Lisa distributed a hand out outlining outcomes and goals.
Proposed Slate of Officers
Lisa reported according to HCCADC bylaws, the coalition votes for a new slate of officers at this meeting. Lisa proposed to retain the current officers for another year. Ms. James requested a review of officers and jobs. Tresa gave a short history of the coalition, explained jobs and reviewed the current officers. The slate of officers is Beth Lord-President, Tresa Watson-Vice President/Treasurer, and Sandra Marrero-Secretary. Harry motioned to entertain the proposal, Major Arick seconded the motion. All voted in favor, motion carried.
MADD
Sandra thanked Deputy Ruiz for eagerly and successfully scheduling the MADD Assembly Program for Nature Coast technical High School. Unfortunately, due to being invited by the Governor of Florida, MADD had to cancel their presentation.
Major Arick motioned to adjourn meeting. Deputy Pope seconded motion. Meeting adjourned at 4:40 p.m.
